Interesting. Police and Crime Commissioners have made the accountability issues worse. There is real confusion about where responsibility lies. Look at the recent Teesside mess. There are also wider accountability issues right across public organisations. Generally, the regulators are far too close to the regulated - their first instinct is to excuse.
